Growing East Bay Delta community

Oakley has grown from 6,400 residents at incorporation in 1999 to over 40,000 today, developing as a community where the suburban east bay meets California's Sacramento-San Joaquin Delta.

Oakley became a city on July 1, 1999, the newest municipality in Contra Costa County at that time. The incorporation followed decades of residential and agricultural growth in the area, which sits at the boundary between the inland valleys of the East Bay and the vast Sacramento-San Joaquin Delta. The city's location at this meeting point has shaped its development, drawing residents who commute to employment centers while preserving nearby agricultural lands.

The population has grown substantially since incorporation, with the 2020 census recording 43,357 residents. The city spans both developing residential neighborhoods and areas with historic agricultural operations, particularly vineyards. This growth has brought housing development, commercial services, and infrastructure that support both longtime residents and new families moving to the East Bay region.

For Oakley households experiencing this growth and change, life insurance planning becomes important at different stages: when a new house is purchased, when a family is established, or when a business is started. Term coverage sized to a 20- or 30-year mortgage or to the years children will need support is how most families protect against disruption.
